The Steuben County Community Mental Health Center (SCCMHC) provides a full range of outpatient mental health services to the residents of Steuben County. The Mental Health Center is certified by the New York State Office of Mental Health and operates under the auspices of the Steuben County Community Services Board and the Steuben County Legislature. The Center is administered by the Director of Community Services. The Center operates three offices located in Bath, Corning and Hornell.
The following programs and services are provided by the Mental Health Center: Clinic Treatment provides services to recipients of all ages including diagnostic evaluations, emergency services (24 hours a day, 7 days a week), psychological testing, individual, group, family, play and medication therapy, consultation to community agencies, and community education. There are separate Adult Services and Children and Family Services programs. Steuben County PROS was created to assist individuals with attaining life goals in the areas of living, work, education, and improving relationships with family and friends. The Family Centered ICM provides intensive case management services to seriously emotionally disturbed children and their families. The Compeer Program provides trained volunteers to interact with service recipients in a one-to-one friendship relationship. Individuals receiving services at the Mental Health Center are charged a fee scaled in accordance with their ability to pay. The Center accepts Medicaid, Medicare, and third party insurance. Credit cards are also accepted.

Personalized Recovery Oriented Services (PROS) is a comprehensive recovery oriented program for adult individuals with ongoing mental illness. The goal of the program is to integrate treatment, support and rehabilitation in a manner that facilitates the individual's recovery. Some of the goals of the program are to:
- Improve function
- Limit in-patient utilization
- Increase Employment
- Attain higher levels of education
- Secure Preferred housing

Steuben County Alcoholism & Substance Abuse Services (SCASAS) is an ambulatory, medically supervised outpatient substance abuse program certified by NYS Office of Alcoholism & Substance Abuse Services (OASAS) with offices in Bath, Corning, and Hornell.
Our multidisciplinary team includes various Qualified Healthcare Professionals, such as a Medical Doctor, Psychiatrist, Registered Nurses, Licensed Master Social Worker, and several NYS Certified Alcoholism & Substance Abuse Counselors (CASAC’s), who evaluate and provide treatment to individuals (adolescents & adults) and their families suffering from alcoholism & substance use disorders.
We accept referrals from individuals, concerned family & employers, attorney’s, hospitals, detox & inpatient programs, Department of Social Services & other community service agencies, the Criminal Justice system, including the Courts, Probation and Parole Departments.
SCASAS is also NYS certified to complete Impaired Driver evaluations and treatment for those individuals trying to regain their driver’s license.
Treatment is based on individual need, involving both individual and group therapy to educate individuals on addiction and recovery. We accept Medicaid/Fidelis, third party insurance, and in addition to private insurance, we have a generous sliding scale fee for those without insurance.
