Buildings & Grounds
The Buildings and Grounds Department is responsible for providing the County with clean, safe, and attractive buildings and grounds; services performed include maintenance, repair, and janitorial. Carrying out these responsibilities often involves minor construction and alteration and, in some instances, major construction work.

Conflict Defender
The Steuben County Conflict Defender’s Office was established to provide legal representation to individuals that are “financially unable to obtain legal counsel without a substantial hardship” in the Criminal Courts where there is a conflict of interest with the Public Defender or numerous co-defendants.

County Auditor
The Auditor is responsible for acting on behalf of the County Legislature in performing the audit of all bills and charges made against County departments.

County Clerk / County DMV Offices
As Clerk of the Supreme and County Courts, the County Clerk provides files, records, and indexes of papers in legal actions and proceedings. The County Clerk also maintains judgment dockets and records of monies paid or ordered to be paid into Court.

County Courts
Under New York law, each county outside New York City has a County Court, Family Court, Supreme Court and Surrogate’s Court, with one or more judges elected for ten-year terms. The Court system is administered by the Unified Court System which is a New York State Agency. All Court employees are employed by the State of New York.

County Manager
The position of County Manager was created in 2013 with the adoption of the Steuben County Charter. The County Manager position replaced the County Administrator, which was created in 1984 to assist in the day-to-day administration of the County Government.

District Attorney
Serving a population of nearly 100,000 people, the District Attorney's office handles the prosecution of all criminal matters in more than 50 local criminal courts across the 1397 square miles that make up Steuben County, as well as the County Court and State Court systems

Finance
The Steuben County Finance Department operates a public office, in compliance with governing law and regulations, to collect delinquent property taxes, manage and invest County funds, maintain banking and financial relationships, oversee County debt, administer County accounting systems and various financial reporting, facilitate County payroll and benefits, and make vendor payments, all while seeking financial and technological enhancements and efficiencies.

The County Historian is responsible for collecting and preserving materials pertaining to the county's history.

The Steuben County Planning Department was first established in the 1960s and was re-confirmed in the 2013 Steuben County Charter charged with municipal planning and economic development operations.

Public Defender

Purchasing
The Purchasing department’s primary function is to consolidate all county purchases to obtain goods and services equitably through fair open competition at the least cost to the taxpayer while serving the interest of the county.

Real Property Tax Service
The Real Property Tax Service Agency is designed to function as an educational, advisory, and assistance arm of county government and Electronic System for Travel Authorization (ESTA).

The Risk Manager is responsible for providing adequate protection from possible losses to County-owned property and to provide for the possible loss to the County from a liability situation.

Sheriff
The Steuben County Sheriff’s Office was established in 1796 with Sheriff William Dunn as the first Sheriff of Steuben County. Sheriff Jim Allard is the fifty-ninth and current Sheriff of Steuben County. The longest-serving Sheriff was Sheriff Jack Lisi who served from 1970 until 1987.

The mission of the Department of Social Services is to improve the quality of life in Steuben County, to help people help themselves, to help those incapable of acting on their own behalf, and to insure that everyone has a minimum standard of living; to do so by means of a broad range of ameliorative, protective and preventive social and financial services.

Weights & Measures / Consumer Affairs
The Department performs a variety of duties required by State Law, including verification of all scales and weights used in commercial sales; inspection of pre-packaged commodities for accuracy of weight labels; certification of certain advertising claims; inspection of meters on gasoline and fuel oil pumps and on transports, trucks, and bulk plants to ensure accuracy; examination of truck and trailer compartments calibrated to determine load capacity; verification of devices that measure yard goods; inspection of cylinders and meters against specifications for liquid petroleum gas; calibrate the volume of bulk milk tanks; investigate consumer complaints regarding questionable weighing or measuring practices; and completion of necessary reports to the County Legislature and the State Department of Agriculture and Markets.

Youth Bureau
The Steuben County Youth Bureau is responsible for planning, developing, and implementing youth services in the county. The Youth Bureau provides support, technical assistance, resource development, and other services and resources to funded and non-funded youth service programs, and collaborates with community partners to develop and support events and ongoing initiatives that promote positive youth development.
